House Bill 1048, approved by the Governor on April 15, 2004, changes the guidelines for issuing local licenses. Effective July 1, 2004, the local license cannot be issued in special education (always the case) and can only be issued to those teachers providing instruction in courses that do not represent core academic areas as defined by the federal NCLB Act (i.e., health and pe and career and technical education.)
