Minutes of the September 15, 2003 ABTEL Meeting

Dear VASPA Members,

The attached minutes were approved at yesterday's ABTEL meeting. Members also asked for future meeting dates: January 26, 2004 in Richmond; March 15 at Virginia State University; and, April 19 in Richmond. All meetings begin at 9 a.m.

Also, some recommendations came out of yesterday's meeting:

• That the SAT (when taken before any postsecondary experience) can substitute for all three parts of Praxis I
• That an appeals process be established for teachers on a provisional license and teaching in Virginia who have not passed the Praxis II in three attempts. There are some other factors to this recommendation including the recommendation of a superintendent, his/her designee or the director of a nonpublic accredited school; proof of a professional development plan aimed at passing the Praxis; and,the person making the appeal can be no more than one standard error of measurement off on one test only.
